Russia's Defense Ministry proposes delaying December pay for some personnel until January, which would break an 18-year practice. Frontline troops fighting in Ukraine would remain exempt, but the distinction comes as Putin faces mounting pressure to sustain Russia's wartime manpower. Separate disputes over legally promised debt relief raise another serious question: can soldiers and their families trust the financial guarantees behind recruitment?
Qualifying recruits were promised cancellation of certain debts up to $124,000, yet creditors challenged some valid claims. Saratov will cut its additional regional death benefit by 90% from November 1, while Belgorod has reduced its own benefit by about 67%. Economist Janis Kluge estimates 10% fewer contracts in January–September 2026, despite higher regional spending per recruit. Investigators also allege criminal networks targeted vulnerable men and seized enlistment payments.
Moscow's draft 2027 budget allocates about 44% of federal expenditure to defense and security, revealing competing priorities. Meanwhile, the Defense Ministry proposes broader military-police powers to locate absent soldiers, including patrols and ambushes. Putin can increase incentives, cut benefits, strengthen enforcement, or reduce manpower demands, but every option carries political and financial costs. Ultimately, military discipline depends on more than money: soldiers must believe the state will honor its promises.
