Canadian Prime Minister Mark Carney has made his first major domestic political appearance after returning from Europe — and immediately put the new Canada–EU alliance at the heart of his vision for Canada’s future.

Addressing supporters under the banner “Building Canada Strong, Together,” Carney described the country as being at a “decisive moment.”

His central message was one of sovereignty, diversification and national confidence.

Carney said Canada is working to strengthen itself at home while building new partnerships abroad so Canadians can remain free to make their own choices.

Then came the direct reference to his European visit:

“Yesterday in Strasbourg, we launched the process for a new alliance with the European Union — an alliance for the future.”

He said the partnership would be rooted in:

freedom, solidarity, prosperity and sustainability

— and dedicated to strengthening Canadian sovereignty.

The speech followed Carney’s meetings in Strasbourg with Ursula von der Leyen and Roberta Metsola, where Canada and the EU agreed to explore a substantially deeper relationship covering critical minerals, defence, AI, energy, space, financial services and payments.

But Carney’s speech also contained a much sharper message toward Washington.

He confirmed that Canada had suspended negotiations with the United States, saying:

“They offered too little. We couldn’t accept it. They asked too much. We wouldn’t give it.”

He said Canada would return to talks when the United States was ready for a deal that respected Canadian sovereignty, culture and official languages.

At the same time, Carney announced billions in additional support for sectors hit by U.S. tariffs, including autos, forestry, steel and aluminium.

The Europe strategy also runs directly through defence.

Carney highlighted new Canadian-European industrial cooperation, including armoured vehicles, submarines, technology sharing and Arctic defence.

His description was explicit:

“That’s what a real Canadian-European partnership is.”

He also laid out a sweeping domestic economic programme built around infrastructure, investment, defence, energy, AI and faster project approvals.

Carney said Canada would introduce the Building Canada Strong Act, with a new standard for major projects:

“One project, one review, one year.”

And he repeatedly framed Canada’s emerging international strategy around independence and resilience.

His strongest political line came early:

“This is a new powerful, confident and united Canada.”

By the end of the speech, Carney tied the previous seven days together — support for Ukraine, major investment commitments and deeper European ties — and called them only “the warm-up.”

His closing message:

“This is our country. This is our future. We are building that future together.”
