Shoutout to Ancestral, who technically did this before me, but without video.
How does this work?
Boss Power Girl has a mechanic that increases your damage each time you use a special on her, but only for a limited time. This mechanic is very heavily exploitable by using Zatanna's Puppet, as the artifact removes the cooldowns on specials.
What artifact is on CSM?
It's called "Zatanna's Junior Magic Kit", and it applies a perma-debuff that contributes to the Zatanna's Puppet activation's minimum of 5.
